The author examines the active diplomacy of the United States that sought protection from involvement in European conflicts and the promotion of American interests in the Western Hemisphere. American diplomacy tried to maintain, or if necessary--restore, the balance of power in Europe. To that end, it played one side out against the other and supported the one which appeared to be the weaker of the two, all the while trying to use its diplomatic assets vis-à-vis the European powers for the benefit of America's hegemonial position in North and South America. The American diplomats played the game according to its long established rules, and they did so successfully and at times brilliantly.
