In 1911 the Chilean Navy ordered two dreadnought battleships from the shipyard of Sir W. G. Armstrong, Whitworth and Company, Elswick on Tyne. The first, Almirante Latorre, was completed in September 1915 and was taken over by the Royal Navy as HMS Canada. Her sister-ship, Almirante Cochrane, was not laid down until February 1913, and work was suspended on the outbreak of war in August 1914. Her hull was virtually complete up to the level of the foc'sle deck, the boilers had been installed and plated over, but the side armour had not yet been applied. Total deadweight was of the order of 10,000 tons. The 14in guns ordered for her were completed and put into reserve for Almirante Latorre. During the autumn of 1917, trials with the converted light battlecruiser Furious had shown that if aircraft were to be operated from the deck of a ship, landing as well as taking off, then the deck would have to be clear—free from obstructions formed by superstructure. HMS Argus was being built with a 'through deck' for flying operations, superimposed on a passenger liner hull, but she was to be only lightly armed and relatively slow. Sir David Beatty, commanding the Grand Fleet, wanted a ship which was capable of operating and fighting with his scouting cruisers. The only ship with the necessary size, power and protection and which might be prepared in reasonable time was the incomplete Almirante Cochrane, Armstrong's 'No 858'.
