The Naval Appropriation for the United States' Navy for 1903 was to have provided for three 1 st Class battleships of 16,000 tons and an armoured cruiser. Around this bill raged the first controversy involving the Mississippi and her sister Idaho. The Senate, acting on the opinions expressed by Admiral George Dewey and Captain Alfred Thayer Mahan, proposed a programme of battleships smaller than those authorised by the House of Representatives. Captain Mahan wanted to stabilise the battleship type where it was. He wanted to adopt some more permanent standard for design, something better than the crude axiom that each ship must be bigger and faster than the last. His idea was that a fleet of smaller, more numerous ships would be more sensible. The loss of one unit would be materially, morally, and financially less damaging. Senators who distrusted the value of sheer size agreed with him. Others disliked the expense of ever larger battleships, and they found an able spokesman in the well-known Captain.
