En 1914, contrairement à la Grande-Bretagne, à l'Allemagne ou à d'autres belligérants, la France ne posséde aucune distinction pour honorer de façon spécifique les actes de bravoure en temps de guerre, la Légion d'Honneur et la Médaille Militaire pouvant, par défaut, remplir ce rôle. Dès l'automne 1914, l'idée de créer une telle distinction émerge, défendue en particulier par Maurice Barres. En décembre 1914, une proposition de loi allant dans ce sens est présentée aux parlementaires qui adoptent définitivement ce projet en votant, en avril 1915, la loi instituant la Croix de Guerre.
