With the defeat of Germany at the end of the Great War in 1918, the Treaty of Versailles mandated that her land forces be severely shrunken down to an army, the Reichsheer, of 100,000 men. Additionally (amongst other weapons systems), tanks were specifically prohibited from being produced or deployed; the only AFVs allowed were armored cars, which were to be used in an internal security role. Not surprisingly, the German government and the national defense forces, the Reichswehr, almost immediately undertook to develop tanks (or Panzer, literally "armor") in secret. Using a variety of cover names for projects, manufacturing firms chartered abroad and test facilities in the emerging Soviet Union, Germany managed to quietly side-step the treaty provisions that forbade the development and manufacture of tanks.
